The passing of Jenista Joakim Mhagama has sent a wave of mourning among people who considered her a foundational figure in their careers. Ms. Mhagama, the long-serving Member of Parliament for Peramiho, died on Thursday, December 11, 2025, in Dodoma at the age of 58.
Despite her 38-year career in the ruling Chama Cha Mapinduzi (CCM) party, and her appointments to multiple cabinet posts, she is being remembered not primarily for her titles but for the deliberate role she took on as a guardian and mentor to younger politicians.
The tributes from lawmakers in Dodoma paints a picture that Ms Mhagama’s greatest contribution may have been the intellectual capital she invested in those who will continue to govern.
“From now on, I will be your mentor”
For many, Ms. Mhagama was the first person to offer advice and direction within the complex corridors of national politics. Ng’wasi Kamani, the Deputy Minister for Livestock and Fisheries, recalled speaking in Dodoma on December 12 how Ms. Mhagama personally reached out to her after she first entered parliament at a young age.
“She told me, ‘Just as you entered at a young age, I also entered at a young age. But there were people who called me, taught me, and directed me—that is why you see us here today,'” Kamani said. She added that Ms. Mhagama then made a firm commitment to the young MP: “From now on, I volunteer to be your teacher. Whether you want it or not, I will teach you, I will direct you.” Kamani stressed that Ms. Mhagama became a “good guardian” not only to her but to many MPs who sought her advice.

Born on June 23, 1967, Ms. Mhagama built an influential and enduring career in public service that spanned nearly four decades, beginning in CCM’s youth and women’s wings.
She first entered Parliament via a special seat for women in 2000 before winning the Peramiho constituency seat in 2005, which she held until her death.
Her ministerial journey was equally expansive, serving under multiple administrations in diverse portfolios. She was the Minister of State in the Prime Minister’s Office responsible for Policy, Parliamentary Affairs, Labour, Employment, Youth, and the Disabled, and later served as Minister of Health from August 2024 until October 2025. This longevity and experience were instrumental to her mentorship role.
The sense of profound, professional guidance was echoed by Festo Sanga, the Member of Parliament for Makete, who credited Ms. Mhagama with creating the blueprint for his political journey.
“She is the one who drew the map for me; she showed me the foundations but also taught me how to be a leader,” Sanga told reporters in Dodoma on December 12. He further noted that after he won his seat in 2020, she continued to instruct him on the technicalities of the House, including how to speak during sessions, how to read parliamentary rules, and how to analyze government trends.

Beyond mentorship, Ms. Mhagama was remembered for her fierce work ethic. Dr. Seleman Jafo, the MP for Kisarawe, recalled her tireless work during times of national crises. He specifically pointed to her leadership when she was in the Prime Minister’s Office, especially during the challenging aftermath of the ferry tragedy in Ukerewe.
“I remember during that time, I would look at my sister and her eyes were all red,” Dr. Jafo said, describing the physical toll of her commitment. He emphasized that Ms. Mhagama was a humble, attentive leader who “did not have airs” but was exceptionally hardworking and “hated negligence.” Her focus remained on the people, always listening and prioritizing their needs.
President Samia Suluhu Hassan led the national tributes, stating on X (formerly Twitter) on December 11 that Ms. Mhagama was a dedicated CCM member for 38 years, a women’s leader, a minister, and an “advisor to many in politics and life.”
The Parliamentary Office is currently working with the Mhagama family to coordinate the final funeral arrangements, which are expected to be announced in due course. Officials did not clarify further on the proceedings or the cause of death.
